If you pull the fuse for the throttle body, the the throttle will not depress because your car uses a drive-by-wire system. Without the fuse, the electronic throttle is getting no power, and therefore can't depress. And thats also why the car won't run.
While the TB could be related to your problem, try the cruise fuse (!) before jumping to replace that part. If you already have, then I'd bring it to a good Saab indy before ordering the part.
