I don't know the masses involved with the turbines or compressors. I do know the TD04 uses a 15T compressor wheel and the turbine wheel area is 6 cm^2. I also know they're both larger in diameter than the T25's. And the moment of inertia for turbines,compressors, etc., although proportional to the mass, is also proportional to the square of their radii. So even if the mass of the TD04's is less than the T25's, it doesn't necessarily follow that the moment of inertia is less.
