I assume that you're talking about the little fan in the dashboard, right behind the 'bulls-eye'. This is the one that draws cabin air over a little sensor to determine cabin air temp.
Pop it out of the dash - it comes straight out - and pop off the cover. The fan pulls in dust, dirt, and everything else. Clean it off GENTLY with something soft - a cotton swab, etc. A little alcohol helps. Blow the fan clear with a little compressed air. Chances are something is dragging in the fan. Lubricate it with some silicon or teflon-based spray lubricant - don't use oil based lubricants, like WD-40.
If you're talking about the cabin blower, the one that blows the air into the cabin, then you are out of luck. Occasionally they are noisy because of water or dirt in the blower box due to a clogged drain. However, if that fan is just noisy, replacement is about the only choice. I guess you could have it rebuilt, but that wouldn't be much cheaper. And since the labor to get it in and out is steep, it's not something you want to do again anytime soon.
