the speedometer reading will be a bit incorrect, you will probably use slightly more fuel as the engine will be running at higher rpm, you will have a faster actual 0-60 time and lower ground clearance.
Nothing else, other than that.
Again, all this is just a small percentage of the basic figures.
But frankly I cannot believe that 195/60-15 are MUCH cheaper than 195/65-15. What you can do is to go for a lower speed index (or consider a budget maker, say Hankook instead of Michelin). That might save you quite some money.
Just one caveat - when downsizing the tire size, keep an eye on the load index - it should not be lower than that, specified by SAAB. All data is in the Owner's Manual or on the tag on the rear door frame, as far as I remember.
But I would discourage you to downsize. Tires - are a key element of your car's active safety and one should not save on that.
