The wiring to one of my fogs has evidence of melting, with some of the insulation coming off (since repaired). I don't know if the previous owner may have tried a higher wattage bulb (55W was in the socket), but this indicates to me that it is operating on the edge. I would not use a higher wattage bulb than what is specified without rewiring the circuit, and even then I'd be concerned about melting the plastic of the light assembly.
Note that there are higher output bulbs available which use the same power (55 Watts), i.e PIAA, and others. I recently replaced one bulb with a standard Sylvania 55W "OEM" light and it is MUCH brighter than the non-replaced side - perhaps there is bulb deterioration or the connections get oxidized.
In any case these lights are not great, and chances are the inside of your lenses are dirty and the reflectors have deteriorated, which doesn't help their light output. I have not found an easy way to clean them (semi-sealed construction, except where the dirt gets in!), but am open to suggestions.
