me again-boost issue only half solved. stuck at 10PSI

hey all.

ive had a number of weird boost and vacuum issues. ive solved half of the problem which was a stuffed APC causing the boost to fall away as fast as i could make it and all sorts of odd vacuum problems. i took the APC apart and found the disk that moved between the two solenoids had split in half and been wearing down the internals for years. it still managed to allow the car to boost to max of 10PSI but it ran like total rubbish.

anyway. i just picked up an APC s/h from a wreckers and installed it. it holds the boost smoothly at 10PSI and the car runs great. however why will it not hit 14ish PSI. its a full pressure turbo.

i did find a weird restrictor in the silicone pipe that came with the s/h APC that i didnt have in my set up. its brass, what is it?? i havnt installed it.

with the W hose D/C the car boosts uncontrollably so its not the turbo/wastegate.
ive reset the ECU by leaving the battery off for half hour or so.
all the vacuum lines are new, the pcv valve is new and BPV is good.
98 octane fuel

i have followed through the instructions for cleaning the new (s/h) APC and it seems i can blow and suck through the W hose no matter which way its charged. does this definitely mean its stuffed.
