I believe in your car the FPR will be on the driver's side (US) of the throttle body. Sometimes they're bolted to the top of the thermostat housing, so they can be a bit buried below/behind the big intake hose. If nothing else, follow the fuel rail to the left (facing forward)- it'll come to the FPR eventually.
When the fuel injectors open and close, they cause pulses in the high pressure fuel. This can cause some pretty loud clicking, and may cause some local pressure fluctuations in the fuel rail. The damper acts, as, well, a damper - it damps out these pressure pulses.
