First of all, I'm not sure what you are expecting for maximum boost, my understanding is that you will hit fuel cutoff at 15 - 16 psi. That said, I recently changed plugs, gapped them at 0.9mm and got noticably less boost than with the old plugs, which were worn to 1.1mm+ (past the range of my feeler gauges). Different cars seem to have different optimal settings for their plug gap, many posters say 1.0mm is ideal - I'll be there in a few months of wear, just in time for summer.
Because of the current winter conditions, I have yet to do an adaption run, i.e. wide open throttle from something like 1700 to 3000 rpm (?) going up a hill. Hills here in Illinois are typically found leading up to bridges, and as the signs say: "bridges freeze before road surfaces". I would imagine that the new plugs and different gap might provide different feedback to the trionic system, which is being interpreted incorrecly, needs to be reprogrammed.
If you are buying gas at one station you may want to see if a different source provides better results. One of the major chains here was recently fined by the state for selling lower-octane gas as premium - the majority of cars will not be affected by this, SAAB turbos will.
