intermittent boost problem

I've got a '92 9KT (210,000 miles) that has had a small boost problem since I bought it. When the engine is cold, the boost gage will not go any farther than the middle of the yellow range. Normally, this would last for about a minute and then not happen again for the rest of the day. Lately, it takes a good five to ten minutes before the gauge will get into the red hash marks. Also, it happens later in the day after the car has sat for a while.

The turbo itself was replaced (with a used one) about 20,000 miles ago. The turbo bypass valve, AMM and fuel pump were replaced about 6,000 miles ago (all with new components). I've tried cleaning the BPC valve and didn't notice a lot of 'gunk' coming out and there was no noticable difference afterwards.

I'm probably going to take it to the local indie to see if they can figure out what's going on as I don't have the time to get too into this (and am a little worried about fiddling with the turbo and related components). I'm just here looking for any ideas as to what it might be and how much I might be looking to spend...or if there are any quick and easy troubleshooting steps that I can do. TIA.
