The holes aren't cast in, but the rotors have thickened bosses where the holes are drilled.
I've got a set of 996TT rotors and calipers on the shelf out in the shop, the section thickness through the holes is quite substantial.
The mov'it guys used to have a picture of a partially-finished rotor on their site, that showed the pattern of conical dimples in the surface of the rotor before drilling.
I know Todd Cook reasonably well, I'll see if he's gotten anywhere with this.
Nonetheless, the original point still stands: drilling a rotor not designed to be drilled leaves you with a weakened, crack-prone rotor.
