That sure sounds like the temp sensor isn't making it to the controller. I take it from the numbers you're using that you're measuring at the controller connector.
I'd go under the seat, and check at the connector there. The temp sensor is the blue wire going into pin 1 (underseat connector), and it also has a black wire going to a pin it shares with the heating pad on pin 5. Make sure the two black wires are connected, and measure directly between the blue and black wires on the seat side of the connector. If that is indeed an open circuit, it's the sensor or the wiring too it. Remember, that sensor is normally a few thousand ohms, so check the setting on the ohmmeter. Open is truly open - megaohms. So make sure it isn't just a wiring issue between the connectors.
I've never replaced/repaired a temp sensor. It might be just a broken wire to the sensor. At this point, I would consider replacing the lower seat pad as a unit, as the pad includes a new thermostat. About $80.
