The front and rear foglights don't share a circuit other than at the headlight switch. But that's the same circuit that turns on the headlights, and I assume they're working. So it's likely that the front and rear aren't working for different reasons.
By the way, what year is your car? Not all years of 9000 are the same. I'm assuming it's a later year car (95 or later) because it has a rear foglight. Furthermore, I'm making the leap of faith that it's a US market car; things be different in Canada and Europe.
First, the rears only work when the headlights are in the ON position. And fuse 32 (below glovebox) needs to be there and OK. Beyond that, the sky's the limit - bad/missing fog light relay (main fuse panel), bad foglight switch. Remember, the rear fog light is a push-on, push-off. The logic for that is in the rear foglight relay.
As to the fronts - corrosion is a big issue, even if the bulb is OK. Fuse 12 in the relay box in the engine compartment drives the bulbs. Fuse 29 in the below glovebox panel needs to be OK> The foglights only come on when the brights are OFF (different in different markets). The right highbeam filament has to be there - it provides a ground return for the fog light relay - burned out filament, no fogs. It could be a bad switch or bad/missing relay (located in relay box in engine compartment).
Lots of places to start. Grab a voltmeter, turn the car on, turn the headlights on, and check voltages at the bulb sockets. Check GROUND, too. Start working back.
