Did replacing the -070 'fix' the high beam problem? At least for a little while?
Headlights pull a lot of current. It's normal to build up an oxide layer on the leads of the relay / contacts in the socket. This oxide acts as an insulator, and changes resistance with temperature. Removing a relay and plugging it back in wipes clean some of this oxide. So the simple act of pulling the relay out and putting it back in can sometimes fix the problem. Also, you'll notice that the -070 relay has a plastic latch on top to keep it in place. Or at least, it should.
My recommendation is to get a can of contact cleaner from Radio Shack or the like, and spray the relay contacts and socket. Let it dry before re-inserting. Give that a try.
Also, remove and reseat the fuses. The blade contacts on the fuses are quite similar to relay leads. Underhood is a lousy environment - hot with lots of vibration. But hot. Ideal for the buildup of gunk and oxides on contacts.
