My 88 9k had a similar problem, as it would not latch, and the manual handle would not work. I pulled the carpet cover off after removing the black plastic disc's. And pulled down or up on the rod that goes to the latch and it opened the lock. (in the center between the lock and latch)
My handle did not have any spring feel to it when i tried to use it to open the hatch, i found that the metal arm or lever that it would ride against when it was in the up position had been bent down out of contact. So i looked at it for a minute to figure out what it wasn't doing and bent it back up with a screwdriver. Been workin fine as long as i do not squeeze the handle to hard to open the hatch.
