People do spray a high-temp clear coat onto the hub area, and the vains of the rotor to keep those areas from forming unsightly rust. Indeed, certain kind of wheels will make a rusty hub area pretty obvious. However, if one elects to do this, they should mask off the swept surface of the rotor, then clear any tape residue off with brake cleaner. Indeed, a little bit of overspray will easily be swept off by the pads, but it would be foolish to paint the entire swept area.
