The most common failure is a broken seat heating element. I would start with an ohm meter on checking heating element continuity at the connector under the seat. It's also critical to make sure that the ground connection is good.
The controller is not a simple switch. It reads a temperature sensor in the seat, and provides 12 volts if the seat is colder than the setting on the controller. That sensor uses the same ground as the seat heater.
A very simple test, if you suspect the controller, is to swap controllers. They are identical. I like to use a trick when removing the connector - with the controller slightly out, wrap a piece of twine around the connector cable. Otherwise, it'll jump back into the dash and be a bear to find.
Typically the fault in the heating element is on the outer, front edge of the lower cushion, as that gets the most abuse getting in and out of the car. I usually see the break right away, because when the break occurs there is some localized heating, and the foam shows a small burn. I normally just peel back some of the seat cushion, and see the problem immediately. I've had very good luck soldering the break. There have been cases of the wire breaking in the seat back, but those are rare.
