If you've got an '86 Turbo, you've got a -005 AMM (Air Mass Meter). On the side of the body is a recessed screw head - it's big, so you won't miss it. That's the adjustment. See the picture at eEuroparts:

On the upper left, just under the black plastic cover, you see a little square with a hole in it. That's where the adjustment screw lives.

Look at the Part number - it should end in -005. If it doesn't, then somebody stuck the wrong AMM in there. They changed over the years, but they all look pretty much the same, but work very differently.
You may also have a bad AMM. But I'd try adjusting it, first.
