If I had the contact layout on hand, I could be more helpful.
It is unlikely that both relays have problems. There are two wires coming off the switched output of the relay - one for the dash indicator light, the other for the heaters. So unless both somehow came off the connector under the relay, that would be unlikely. HOWEVER - look into the relay socket in the relay panel. Make sure that the female contact in the socket hasn't gotten pushed back. Those are retained in place with a little bent metal and a plastic shoulder - they have been known to push back.
The other thing to check is the supply current to the input switch of the relay.
