Many people are concerned unesessarily about a timing chain or balance shafts when they hear that little tap, tap, tap noise in older saabs. In most cases these parts won't warrent replacement for at least another 100K. 9 times out of 10, what you are hearing is the little plastic piece that sits in the top of the valve cover over the chain. It gets brittle over time and then you hear the chain hitting it.
As for boost, it seems it should go a little higher, with a stock ecu it should go into the red zone about 1/3 of the way. I'd check/replace plugs, run some injector cleaner through it and check the air filter and vaccuum lines. After you've done this stuff and had some adaptation time it should run better. You can always adjust base boost up a little bit and see if that helps.
