I'm not sure if you are saying that the air conditioning isn't getting icy cold, or that the temperature control isn't working the way you expect.
If the latter, resetting the system as suggested is a really good idea. However, some of the flaps that control air districution can fail without setting error codes and you need to work through these manually.
If the former, it's obviously worth opening the hood and checking whether the pipes over the fender get cold. Also, is the air conditioning actually kicking in at any point?
If the refrigerant level gets low, the AC clutch will not engage and the compresson won't run. The first thing to check is probably the refrigerant level.
However, if the level is low there will be a reason. It might be seals, and the trick there is to use the ACC frequently to keep these in good condition. Or it might well be a hose and an AC specialist will be able to check that out and remedy the situation. Saab AC hoses are not cheap, however, and the engineer may also suggest changing the compressor and receiver/drier.
When I had this done a year or so back it cost me about £600, say $1,100. However, you may have more AC shops in the States so hopefully the cost would be lower!
If you are unsure whether the repair suggested is necessary, maybe you could pay for more regrigerant, run the car for a while and see what happens.
Finally, most ACC systems will not run if the ambient temperature is within a couple of degrees of freezing. If your outside temp is really cold, maybe that's the problem and you just need to wait for spring...
