The TCS uses the ABS; if the ABS senses a problem, it turns on the ABS light. If the ABS light is on, it automatically triggers the TCS light to let you know that you don't have TCS.
The ABS light doesn't come on when ABS kicks in, so that isn't it. I think you're safe in (1) ruling out a TCS issue (whew!) and (2)'They all do it.'
The ABS is constantly running self-tests; it sounds like one of them kicked in when you brake, and that lit the light. It also has to be a fault that clears itself - many 'latch' even after the problem is gone.
It might be an ABS sensor getting tired - the system compares ABS sensor signals. But I doubt that, as I think those faults latch. It might be a valve problem in the ABS system - that wouldn't be pretty.
About all I can recommend is flushing/bleeding the brake system if you haven't done so recently. You (and everybody else) should flush the brakes every two years. Otherwise, moisture and crud build up. Flushing may not fix the problem, but it should be done anyway. Otherwise, if the problem continues, about all I can suggest is getting a shop to read out the codes. This one doesn't look like the typical sensor issue.
