Even when off, the ACC is doing something. It still controls heat to an extent. Again, I'm not sure of AC operation in ACC Off. But Econ will tell. And with cool outside temps, the heater is on (even with ACC off). The AC dries out the air, otherwise you can get warm, wet air blowing on a cool windshield, and that causes fogging.
I'd do the tune-up and then see if the problem persists. I do believe that the O2 sensor can be removed with a wrench. Just apply a goodly amount of penetrating oil first.
