It should be wired properly, if it came with the connector. And frankly, assuming it is a 3-wire sensor (as it should be in your year) there is NO way to wire it wrong and blow the fuse. There is only the two heater wires and the sensor signal. If you apply 12 volts to the sensor signal, it won't blow the fuse - the sensor doesn't draw much (any) current.
My guess is that the high side of the heater power is shorting out. That could be a problem in the connector (visual inspection would be good), or internal to the O2 sensor, where the heater coil has somehow become shorted to the case. It is entirely possible that you simply got a defective part. Not every function is tested at the factory, and the part may have been ready to fail, and the simple act of shipping or installing it caused a problem.
Now, if the sensor resistance measures OK, then things get interesting. The first thing to do then would be to leave the O2 sensor connector off, and see if the fuse still blows. If it does, then something is bad in the wiring before that.
