The voltage regulator is mounted on the back of the alternator. So yes, the simple answer is that you remove the two screws holding the VR in, remove it, and stick in a new one. Disconect the battery first, though.

Access to the VR is hard. If you have thin arms, you can reach between the intake plenum and the firewall. I like getting a garbage bag and a rubber glove - put on the glove, stick it through a hole in the garbage bag, wrap the wrist with some duct tape, and reach in. It's greasy, and not only does the plastic help keep you clean, it acts as a lubricant, making it easier to get your hand in and out.

But check that voltage. First, check the EDU voltage - beep the INFO button until you get to volts. I would expect to see something even higher than 14.3 to see boiling. but the EDU isn't a precision instrument - stick a voltmeter on the battery to see what the voltage is when the engine is running. I'd expect something like 15 or so.

Is the battery boiling? Is it sending out steam or spitting? When the battery is charging, it is normal for small bubbles to form, and if you pull the caps off, you'll see some bubbles - that isn't battery boiling, that's just normal outgassing when charging. But if the sides of the battery are hot, and you see the fluid boiling, that would be overcharging. I'd also expect you'd be going through headlight bulbs, too.
