Under certain engine operating conditions, the valve from the charcoal canister opens up, and draws fumes into the engine to burn. Those fumes come from the gas tank. The system assumes a certain level of 'draw' from the tank. If the cap doesn't fit well, it is essentially a vacuum leak, as air will come from the outside, through the tank, through the hoses, canister, and right into the intake. With a good cap, the engine is drawing against a partial vacuum.
So the tank isn't pressurized - it runs at a slight vacuum.
