Test the ACC 0-5V control output to blower motor cntlr

If you pull the ACC control unit out, you can try verifying that the control signal for the blower motor is going from 0V when off to 5V when on high speed, to make sure the blower motor controller is getting the right signal to turn on.
From a pdf on a 97, it shows pin 17 green wire and pin 20 blue wire coming out of the ACC going to the motor controller, so you may be able to backprobe it while you set it to high, and see if the voltage rises to 5V. If it does, and you can verify it gets to the controller okay, then your transistor may be blown.
The controller basically works by progressively grounding one side of the blower motor (continuously variable with the input signal of 0-5V from the ACC). If you ground the heavy gauge black wire to the blower motor with the car switched on, the fan should run full speed, which verifies the power connection to the motor, just in case you simply have a blown fuse or bad connection somewhere. If it comes on, then the blower controller's the likely suspect.
You can either replace the transistor or the whole blower motor controller, if you don't want to fuss with it, just pricier that way.
