I've not done this personally (thank the Saab Gods), but I've got some nice drawings to look at.
The heater housing sits on top of the heater core. The distribution drum is inside the heater housing. Below is the heater core, and below that, the blower motor. So access really isn't from the dash side, but from the engine side. The drum is really a half-cylinder, with the long axis going left-right. On the passenger side (LHD) of the heater housing is the servo motor for the drum. In pre-94 cars, the motor drove a angle gear - it is direct drive in a '97.
You can access the motor from the inside - you might have better luck getting to the drum from the engine. It should be tucked up under the dash.
I suspect that the first item down the assembly line is the heater housing; they bolt the heater core and blower to that, and then assemble the car around them.
