Repeater - That sounds like "turn signal" from the mechanical semaphore days.
You can usually see the top of the canister simply by removing the turn signal assembly - one or two screws, not big deal. Just be careful, as the lens assembly has plastic pins that go into the chassis - don't snap them off.
The ECU opens and closes the purge valve at certain times in the engine cycle, when it thinks the extra air won't be an issue. If the ECU doesn't see what it expects is the proper pressure change (your '98 uses manifold intake pressure), it lights the CEL. Since EVAP is an emissions-related item, by law it must drive a CEL. Oh Joy.
It could be a bad valve, or it could be as simple as a vacuum leak. Quite often the hose falls off the canister, because over time it gets a little oil mist from the intake. And with a turbo, it can be under pressure, which tends to push the hose off. And anybody hitting the hose assembly in the engine compartment can pull it off the canister.
Definately start with TML's advice - it very well may be a bad valve. But pull off the turn signal assembly and look in, as it may be something a lot easier. and simpler.
As TML states, the canister isn't a repairable item. But unless the canister itself has developed a major leak, it really doesn't require any repair. They don't really wear out.
