Function of fan located at front-left side of radiator?

93' 9k cs n/a stick 152k red

Checked out my calipers, looked pretty new, brake pads, full life left, and rotors, need to be surfaced bc of rust on inside inner ring, last night to see why I had slight bumping in my brakes. Also had a pressure problem w/ my clutch, solved by filling the resevoir to max(thank god).

Next listened to engine while idling for any excess engine noise, heard slight bearing noise from a pulley to the lower back, but assumed it is normal. While doing this i heard the idle speed drop slightly and a small fan to the left side in front of the radiator. Located by the a/c portion of the radiator and in front of the a/c compressor. What is the function os this fan? Why would it be turned on w/ ACC off? I have a feeling this is the component that turns on while I am driving w/ ACC off. When this turns on, I hear a relay click and feel a small amount of power being taken away in the gas pedal, small jerk. Is this normal? This happens every couple minutes, sometimes twice in a minute, or atleast when I notice it.
