A few questions-
First, are the headlights ON? The headlight switch has three positions - off (far left), parking lights (middle) and headlights on (far right). But the headlights are always on? That's because your car has Daytime running lights, and the headlights are on in all three positions. But the brights only stay on in Headlights On position (far right).
OK, assuming that the headlight switch is in the proper position, it *could* be the headlight relay. Yes there are two, one is the headlight relay, the other is the Lamp Control module. It can't be the Lamp Control module.
The headlight relay is working to some extent - otherwise, the high beams wouldn't flash. The options are that there is a problem inside the relay, or the signal from the headligh switch that tells the relay that the headlights is on is missing. That would be the same thing as having the headlight switch in the wrong position.
Also, check in the fusebox and make sure fuses 11, 29, 31, and 32 are all OK. Yes, a lot of fuses are involved here.
