Makes you wonder why SAAB thought placing the switches on the horizontal console was a great idea. I recall reading somewhere years ago that Europeans are amazed that Americans drink coffee while driving (rather than wearing leather driving gloves and pretending to be in a race?).
Oh yes, the console switches. I doubt you'll need to replace the cluster (cost of cluster is about $300 from dealer). Cleaning should work. I suspect you have some stuck contacts (sugar acting like glue). You can pop the cluster out of the console with a sharp screw driver. Work several edges. It will come out. The wire harness extends just enough for you to turn over the cluster once its removed (you'll wish it was longer!). You need to remove the harness.
Take the cluster to a work bench and dissassemble it by pushing in the retaining tabs. Be very careful, there are many little copper tabs in there that can spill out. Make sure you are working in an environment such that these won't get lost. Clean everything up with electric parts cleaner (comes in a spray bottle, can get it from any auto parts store). Re-assemble, install, all should be well again.
