Yeah you'll read about horror stories and having a car without it would be preferable, but it wouldn't stop me from buying the car if its nice. As long as the car's not in LHM or the TCS CTRL light isn't on, then it should be ok.
And no, you can't remove TCS. It would require rewiring basically the whole harness, changes in the brake system, throttle body, ECU, ABS ECU, and many many many other things. It's be cheaper to buy one without.
