base boost measurement procedure?

I've been getting fuel cut-out in certain passing situations (no fun) after a turbo cartridge replacement. I have been trying to properly measure base boost to determine if this is the problem, but with odd results.
As the Saab Trionic Manual instructs: I hook up my pressure gauge to the manifold, accelerate W.O.T. in 3rd from 1500 to 2500 rpm, upon reaching 2500 rpm I hold the brake down in order to achieve max. load, and then measure boost.
My VDO gauge only reads to 15psi. Under full boost, I certainly pin the gauge, but when I apply the brake, nothing happens. I believe the boost pressure should reduce to base boost (~6psi or .4bar +/-.03), but mine stays pinned.
My questions are:
1) Is my procedure at fault (i.e. did I forget a step?), or is something really far off? I have already adjusted the wastegate a couple of turns to reduce boost, but w/o any measurable effect.
2) How much wastegate adjustment can one make? In other words, could my adjustment possibly be off by more than 10 psi??
