The ACC fuse doesn't have anything to do with the Starter/burglar alarm. If a 10 amp fuse pops immediately, there is a short circuit somewhere. The first thing I would do is pop out the ACC unit and unplug it. It prys out from the dashboard. Getting the car started is the first order of business.

The radio code has nothing to do with starting/burglar alarm. That only allows the radio to work. The code is internal to the radio. However, fuse 19, Radio, is also the one that the anti-theft alarm uses. Make sure that fuse is OK.

The thin wire from the started comes from the anti-theft system - it's part of the starter immobilizer.

First, use the key to lock the driver's door, then unlock it. The alarm LED should go out. Try starting it. If that doesn't work, the alarm may be in Transport mode- that inhibits starting. Turn the key in the driver's side door to Unlock 3 times in a 2 second span. See if that allows you to unlock the car. You can tell Transport mode because the alarm LED flashes every 4 seconds.

If you still can't get it to start, observe the flash pattern of the LED and compare it to the FAQ data, and report back.

There are limited consumer manuals for the 9000. Haynes sells one out of the UK for the 9000. It's pretty good, and worth buying. It isn't as comprehensive as the Bentley manuals, but such is life. Saab sells manuals as sections - one section for a function of the car, so there are separate electrical, engine, brake, transmission, etc. manuals. Unless you plan on doing major rebuilds, the Haynes manual is fine for most work - brake jobs, bushing replacements, etc. I recommend you try and track down the Electrical supplement manual for your car - they are sold on a year-by-year basis, so there is one book just for electrical for the year 1992. It is exhaustively comprehensive, and well worth the money and effort. I make do with the electrical manual, Haynes, and a few other general LH injection manuals I've come across.
