I don't know what the Ontario requirements are, but given a choice between the fuel gauge and the EDU mileage reading, I'd beleive the fuel gauge. The EDU is a calculation of fuel consumption by the ECU, and can and does vary wildly.
Step 1 - fill the tank with gas. The gas gauge should read full. And if you have a safety inspection, I can't believe that they would require you to drain the tank and verify that the gauge falls at the correct rate. I doubt a gas gauge is a regulatory requirement, but if it is, a digital mileage readout most certainly isn't. So you can always say that the digital readout is wrong. That is assuming that the inspector even knows or cares that it is there. Simply set the EDU to read outside temperature, and get the car inspected.
