Burnoff removes all the crud and junk that will stick to a relatively hot (100C) wire. Lack of burnoff will mess up the sensitivity of the wire - it will report back with the wrong amount of airflow.
Burn-off stuff a lot of current through the wire. One way you could not have burn-off would be if the wire were busted. But in that case, voltage would not increase with airflow. So at least you know the wire is in place.
A really crudded-up wire could make it very hard for the engine to run, but it would at least start and idle. Probably. The fact that the AMM voltage increases with airflow shows that it is working. If you get some voltage less than 2 volts at idle, and something over 4 volts at full throttle, the AMM is working to an extent. Crud on the wire will cause the AMM to read wrong, which would impact fuel economy. But cause it not to run - not likely.
