but, first of all, with no power on the BPC, you should get flow from C to W. Sounds like your BPC is toast but it could be plugged with debris, old oil, dirt etc... Try cleaning it first. Do a search on base boost for proper testing procedure. Like turrbo stated, putting a Dawes device (bandaid in this case) on it is not the wise thing to do.
