A/T Governor seals failure: the metallic seal had a

tooth missing at the locking mechanism. One rubber seal was so brittle it came out in pieces. The new seals fixed the early shifting problem.
BobS trick to freeze the governor (with the new seals on) and bearing racer for 1 hour helped. The bearing racer was forced in while putting on the new 36mm bolt.
It did not take too much torque to remove the old bolt after using a screwdriver to liftup the depressed lips of the head bolt. However I could not put max torque on the new bolt. Despite the A/T in Park, I was able to turn the gears while tightning the bolt.
The downside of this job were the bolts at the cover. I managed to strip 6 of them, drilled the heads off. Poor bolt head choice on the part of ZF!
As a first job on an A/T, I ranked it as a friendly DIY.
-36mm socket needed
-Touch of vaseline to keep the seals in place
-Access to your freezer when spouse is away shopping
-No need to drain ATF
