The temp. gauge sensor does not tell the fan when to come on. This is done by the thermoswitch which is located on the lower part of the radiator and has either 2 or 3 wire connector. The temp. gauge sensor has a one wire spade type connector located under the heater inlet to the engine block. Before replacing the sensor check the gauge by grounding the sensor terminal and observe if there is any gauge movement as the problem can also be in the gauge.
