Yes the system needs oil. If you start with a completely cleaned system, then the amount of oil that is put in a new compressor is 5 to 6 ounces (depends on whether is a Seiko or Sanden). Once the A/C is run, the oil tends to distribute itself around the system. There is a schedule for adding oil depending on the part replaced. (Don't have it handy, but it is something like 1 ounce for a condensor, 1 ounce for an evaporator, 1/2 ounce for a hose, etc.) If you are replacing lost refrigerant then it would be something like 1/2 ounce. If there is still some pressure in the system, then you shouldn't have to flush the system. If the system has been open to the atmosphere for any lenght of time, then you should replace the receiver-dryer, add maybe an ounce of oil, pump down the system with a vacuum pump, and recharge the system by weight.
