there are also a couple of valves in the filler neck and fuel tank system that can cause this. My indy pulled a tank out of a car that was collapsed to about half normal volume. For some reason, what he called the "rollover valve" had stuck, so the fuel pump was literally collapsing the tank. All cars have these valves in one form or another
I had a valve in my tank lock up briefly this winter when I had reached the gas station on fumes--about a quart of gas left in the tank, judging my my miles to empty on the computer (7 miles to go!). I put gas in and in a second or two it was over flowing. I waited, added a little more, which also overflowed. The gas was trickling into the tank. Waited some more and it filled fine. I didn't look under the car at the tank, but I clearly had sucked a tank valve closed by running so close to dry. It was also cold out--about 2 degrees F, which may also have affected it.
