Tired Wastegate actuator?

I have two SD chips in my 91 9kt and have installed a VDO boost gauge to keep track of the action. Anyway, at boost levels above 16, the boost gauge flutters rapidly in a rapid, consistent motion. I can spot what I suspect to be the APC making adjustments for detonation. These fluctuations are larger and more systematic and are larger in their range. However, there remains a flutter of about 1 lb increments consistently at higher boost levels. I checked for vacuum leaks, recently installed a properly functioning DI, plugs, and I had the fuel pump pressure checked. Adding octane booster increases the overall levels of boost, but the needle continues to quiver even with the octane booster, so I don't think it is fuel related. And as I mentioned earlier, I have the fuel chip with the DI chip installed, so the fuel mixture should be okay.
I have the original T-25 and wastegate and actuator. Could these original units, (150k), when burdened with higher than stock boost levels, be the culprit? I have heard that the spring in the actuators get weak with age and wondered a weak spring would be a likely cause of such a fluctuation.
