The easy one first-
I assume you've got the Mark II unit, which uses a dedicated ABS pump. Look at the brake master cylinder. If you see a big black sphere sitting on top, you've got that system. It uses a pump to replenish hydraulic pressure used by the ABS and for brake boost. So when you use the brakes, the ABS pump will periodically run to pump the pressure up. That's the buzz you hear. Quite If something is resting on the pump (hose, for example,) it can amplify the sound. But not to worry.
As to the slow speed, I believe that is due to a slight problem in one of the ABS sensors. One sensor isn't producing as big a signal as the others. Normally, that would create an ABS fault, because the ABS system detects it. However, the output of an ABS sensor drops with lower speed - so at very low speeds, if one sensor signal drops out, the ABS will think that wheel is locked, and will apply the ABS.
My first thought would be to clean the teeth of the ABS shutter wheel on the hub. Quite often they clog up with metallic particles (wear from the rotor, semi-metallic pads). Cleaning them out quite often does the trick. The other thing to do would be to unplug/replug (reseat) the connector on the ABS box, and where the ABS sensors meet the ABS box harness. The ABS box is under the plastic cover at the base of the windshield on the left hand side (driver's side, US). You'll also find the ABS sensor connectors there - they look like black plastic cylinders, like a fat pencil.
