A common problem with the high beam relay is that some of the internal solder connections develop mico-craks. It has something to do with the heat and vibration of an engine-mounted relay, and that the weight of the relay is held by the solder connections. This creates intermittent connections, and it fools the little toggle-on/toggle-off circuit.
Two solutions - (1) replace the relay. Or, (2) remove the relay, and pop the cover off. You'll see a little circuit board with a relay on it, along with some electronics. Fire up a soldering iron, and reflow the solder on the big solder pads. If you look closely, you'll probably see cracks and pits in the solder. Don't reflow the solder on the small pads - not only that they usually don't fail, but unless you're skilled at soldering, you can overheat the delicate small components.
If option 2 doesn't do the trick, or if you screw it up big time, go to option 1.
