The oil seals on the turbo aren't perfect, and some oil manages to get past them. This goes into the intercooler, and all the way to the intake. As you noticed, it was pretty old. A drop at a time over years and you'll see some oil film on the components. It really isn't hurting anything - you could clean it out if you like, or just leave it be. The only solution would be to prevent the turbo seals from leaking (impossible) or to filter the air - which would create a major blockage. It isn't hurting anything, so don't sweat it. Normal.
