I had this happen to both my 93 CSE and my 92KT. I suggest you raise the working seat and examine how the strap operates the lever. You'll need to use a flashlight and push back the seat cover to get a look. This will help you understand which way the lever must move for release.
I had to make a hooked instrument that could slide down into the slot (the backrest is a real pain!), engage the lever, and move it in the required direction.
Its the kind of job that may take 2 hours the first time you do it, ten minutes for all other times. My problem was that the 93 CSE had the problem two years before the 92 9KT did. I had almost forgotten how in between, but I did remember that it is possible.
