The compressor should run with 24oz in the system. Even if there is refrigerant going into the system, there could still be a leak that drops the low side pressure below the point where the compressor can kick on. There has been very little incidence of pressure switch failure reported here though anything is possible. Most of the time it is a low charge preventing compressor operation. When it's not low charge, it is almost always the relay or (to a much lesser extent) the anti-frost switch.

R134a is better charged to pressue than by weight. As a general rule 32oz should be a good starting point for your conversion.

How do you know there is 24oz in the system? It would be very difficult to get 24oz into the system unless the compressor was running or you were charging into a deep vacuum. Usually if the system is empty and you pull a vacuum, you can get one can in before you need to compressor pulling to keep filling. It is possible that 24 oz went out of the cans but did not make it into the system. Did you add with a manifold gauge set so that you could watch the pressures as you filled? Did you remove the old valve stems from the r12 service ports before you screwed on the adapters? Try pressing on a service port stem (with a screwdriver-standing as far away as possible) and see if you get a burst of refrigerant.

Otherwise the problem is electrical. Check the pressure switch connection at the receiver/drier to make sure it's secure. I once confused the pressure switch connector with the blower fan resistor connector and nothing worked. Also, there is an anti-frost switch on top of the evaporator which can be troublesome. Jump it to eliminate it as a problem. I believe the relay in your car is behind the glove compartment. It is a common Bosch relay. Is there is a condensor fan behind the grill? If the fan is coming on, but the compressor is not, that would narrow it down.
