I also drive a 1997 9000 CS lpt. When I purchased the car the previous owner told me about the car having this problem. Whenever his wife would come off an exit and try to step on it to catch up to the other cars highway speed the fuel cutoff would kick in ( although he did not know what was causing it) and the car would lurch slow until she would let off and get on the throttle slowly. I figured out the turbo wastegate was sticking and the car was overboosting. I took my favorite WD 40 and high temp lubricant and sprayed the heck out of the wastegate rod and all around it. It`s tough to get to on the 9000 compared to the old 900 but with the red straw thing attached to the can of lube it can be done. Otherwise you must remove all of the plastic covers underneath and come up from the bottom. I have the car for two years and I have had to do this twice. The perfect more expensive fix would be a new wastegate. Hope this helps.
