Sounds electrical. Since the compressor and condensor fan are not working but there is cooling when the compressor is powered, it has to be either the relay itself, one of the switches or the ACC control unit.
Send me an email and I will reply if I can find the wiring schematic on my computer at work. I know that I had it a couple of years ago.
Did you try recalibrating the ACC? 1993 appears to be over represented in ACC failures. I had one and the ACC needed to be recalibrated every couple of months.
The a/c relay (behind glove box) is the same as the foglight relay so you can try switching them to see if that makes a difference.
Don't overlook the anti-frost switch on top of the evaporator housing. It's under a square cover on top of the big black box. Just unplug the wires and jump them to eliminate it as a a cause. I seem to remember that the anti-frost switch will not shut off the condensor fan but this could be incorrect.
