Headlight and ACC

Continue scratching my head on these two issues on my 94 cde.
Made sure the ventilation blower is motionless when the car is running with ACC at "auto" by removing the ACC fan speed control to look through the opening. Also unplugged the fan connector. There was voltage between the two leads. Since the fan blower wire is connected to the fan speed control. I don't know what it is doing to the ventilation fan. This is over my head.
On the headlight, fuses 1 thru 4 inside the relay box next to the battery control the headlight high and low beams. There was no voltage at the driver side high bean fuse when high beam was turned on. The head light relay is between the battery and the fuses. Since I switched the good relays from my other SAAB's and high beam still doesn't work, I think I should focus on the wiring inside the relay box.
Kind of spinning the wheel not getting anywhere.
